HBCA Education & Training Program

The Hoosier Breast Cancer Advocacy’s Education and Training Program is a comprehensive initiative designed to empower breast cancer survivors with essential knowledge about legislative processes. This program equips participants with the tools to become effective advocates for breast cancer-related issues, specifically focusing on understanding how legislation is developed, introduced, and enacted at the state level.

Understanding How Legislation Works

Participants will gain a clear and practical understanding of the legislative process, including:

  • How a Bill is Introduced: Learn how legislators draft and propose bills to address specific concerns or needs.

  • The Committee Process: Understand how bills are reviewed, debated, and potentially amended by legislative committees.

  • Voting and Approval: Discover how a bill advances through the House and Senate and the role of public input during these stages.

  • Signing Into Law: Explore the final steps where the Governor reviews and either signs or vetoes a bill, making it state law.

Spotlight on House Bill Number 1299

This year’s program includes a special focus on House Bill Number 1299, a pivotal piece of legislation aimed at improving outcomes for breast cancer survivors across Indiana. This bill proposes the establishment of a dedicated Breast Cancer Research Fund to support innovative research initiatives, enhance treatment options, and promote early detection efforts statewide.

Participants will:

  • Examine the specific provisions of House Bill 1299 and its potential impact on the breast cancer community.

  • Learn how to effectively advocate for this bill by contacting legislators, writing testimony, and engaging in public forums.
